Develop a New Methodology
Projects may develop new methodologies for use under the VCS Program in cases where no existing methodology meets their needs.
The VCS Methodology Approval Process offers project proponents a pathway for developing new methodologies when no existing methodology addresses their needs. Project proponents may also develop new modules or tools, discrete components that set out procedures for specific tasks, such as assessing additionality or setting performance or technology benchmarks.
Under the Methodology Approval Process, or MAP, proposed methodologies are assessed and validated by two separate and independent validation bodies, or VVBs. The first VVB is contracted by the methodology developer and, to ensure independent review, the second is contracted directly by the VCS Association.
Developing a methodology requires a significant commitment of time and resources, but it is an important pathway for projects when no suitable methodology is available. Notably in the AFOLU sector, project proponents have made important use of the MAP to develop some of the first methodologies for Reducing Emissions from Deforestation and Degradation (REDD), among other approaches.

The basic steps of the MAP:
- Methodology developer prepares & submits documentation
- VCS conducts 30-day public consultation
- Methodology developer contracts first VVB to review the methodology and produce an assessment report
- VCS contracts second VVB to review the methodology and produce an assessment report
- VCS reviews documentation and assessment reports, approves methodology for use
