Validators & Verifiers
Entities eligible to perform VCS validation and/or verification shall be either:
- Accredited under a GHG Program recognized by the VCS Program (for example, CDM)
- Accredited under ISO 14065 for scope VCS by an accreditation body that is a member of the International Accreditation Forum
- Approved under the VCS Temporary Accreditation Program.
The following entities are eligible for VCS validation and/or verification:
- Entities accredited under a GHG Program recognized by the VCS Program
UNFCCC Clean Development MechanismDesignated Operational Entities (DOEs) approved under the CDM. DOEs can perform VCS validation for the sectoral scopes for which they are accredited for validation and VCS verification for the sectoral scopes for which they are accredited for verification.
The list of DOEsUNFCCC Joint ImplementationAccredited Independent Entities (AIEs) approved under JI.
The list of AIEsCalifornia Climate Action RegistryCertification Bodies (CBs) approved under the California Climate Action Registry. CBs are able to perform VCS verification (but not validation) services for the sectoral scopes for which they have been accredited.

If an entity loses its accreditation under any of the GHG Programs recognized by the VCS Program, it can no longer perform VCS validation or verification. If an entity has its accreditation under any of the GHG Programs recognized by the VCS Program suspended, it cannot issue VCS validation or verification reports for the duration of the suspension. Any VCS validation or verification reports issued before or after the suspension are valid.
